Is there a small 4 cup drip machine that brews at a consistant 200 degrees out there? Or is it best to just get a 10 cup and brew a small batch?

Cuisinart has a 4 cupper with a thermal carafe.

Well what do you mean by 4-6 cups. A 16oz cup I use for my coffee, is really almost 4 cups on my 10 cup maker coffee maker. Two of these and I'm about tapped out. I have a Technivorm 10 cup. I have rarely used it to 10 cups. My coffee comes out fine. Its a pricy coffee maker for a few cups a day.

NOW on the other hand there is this unit, zojirushi-hot-water-dispensing-pot

Which will dispense hot water anywhere between 145-208 degrees. This and a single cup brewer and its hot coffee all day.

Well, most are rated as brewing 4 cups, 10 cups, etc. So i'm talking about ones rated by the manufacturer as being 4 cup machines. Obviously 4 of their cups equal 1.5 cup you and I drink. ;-)

Technivorm does make an eight cup version of the thermal - a little smaller than ten and it does good brew temp/time.  Not cheap ($180-190).  Are you looking for automatic drip only?  Manual pour over brewers are cost effective and good for making small batch drip.

a "regular" coffee brewer rated 10-12 cups by manufacturer, with a
glass carafe is normally 1.25 Liters, or 42 Ounces.  my mugs are about 10oz
of coffee if you take it black.  

The brewer that brew into thermal carafes is ussually a little less at 1 Liter.

The mini coffee brewers rated at 6 cups are pretty sweet.
Black and decker 600w   about $20.   brews in 7 minutes,
felt above 190 degrees F.

I bought my grandma a Technivorm last christmas, but i would totally
buy my friends the small black and deckers with glass carafe.  
having used the thing a week solid at my gf's house.
