Yes, but time is a factor as well.
Fact: with a fresh roast and a fine grind, in 5 minutes 40% of the CO2 has outgassed from the grind.
Fact: a fine grind will bloom more than a coarse one.
Considered together, these facts suggest some kind of a calculus. On the one hand, the finer you grind the more the bloom. Absolutely. But on the other hand, the finer you grind, the more effect a brief wait after grinding will have on how much bloom you get.
I'd suggest the wisdom that one should grind as fine as one's brewing method can reasonably accommodated, and "let the grind rest" for that five minutes or so. That five minutes <controversial claim> will NOT stale the coffee </controversial claim> if you have it in a pile in, for example, a grinder receptacle. According to Alan, Ken Davids marked the threshold of detection at about 30 minutes. Five to ten seems quite safe if protected from O2.
Pre-infusion also helps with bloom. I manage to use a "#8" polyester filter cone to brew 10 oz. of freshly roasted grind -- something I couldn't possibly do unless I suppressed the bloom effectively. I do this with pre-infusion following a "grind rest".
