I use a Hario kettle on stove at home with a Chemex 2-3 cup and get great results. At work I'll use an electric kettle with Hario shaped filter holder (ceramic). The flavors are never as good as home. The shape of the maker isn't as narrow as the Chemex one I use at home so it may not brew as strong or extract as much flavor but I'm thinking the biggest difference is how I heat the water.
Does using an electric kettle heat the water differently enough compared to a Hario on a stove to make a difference in flavor? Or do you believe its more of the process of the different maker?

The heating method won't make any difference at all if a) the kettles are clean (and don't flavor the water), and b) both boil fully, for the same length of time before switching off. Otherwise, heat is heat.
What will make a difference is the water source, the temperature the water hits the grounds at throughout the brewing process (so how fast each kettle cools), and how well you can control the pour from each.
My guess would be the differences, in order of importance are 1) cleanliness of the office kettle 2) pour temperature profile and technique 3) water source 4) if the water has come to a full boil, and for how long - this will evaporate some of the dissolved gas content of the water, or could concentrate any off flavors in the water if boiled hard for a long time.
On 1), someone tried to boil eggs in the kettle in my office's kitchen...

also, you might want to try using a thermometer to see if you are actually brewing at the same temperature in each system. you could also try your electric kettle at home and see if that makes a difference - although there's no reason it should.
