Which looks like the usual definition of a cup of coffee as 5 fl. oz.

No way will you hit 4 minutes.

You will need to do two batches and then just maybe.

Why?  The grounds depth too much to get a decent percolation rate?  Cause if not, I see this as a huge limitation for the big Chemex (which I don't own - I have a 10"cup").

There is simply no way 65 ounces of water will pass through the Chemex with enough ground coffee in 4 minutes. You would need a super coarse grind, like pebbles to make it through.

The more grinds you have and the mire water you pass through the more likely the draw down will be markedly slowed. The Chemex easily gets choked off.
At high volumes. It should take about 7-11 minutes for a full 13 cup batch.

7-11 minute contact time on anything less than coarse grind seems like it would overextract.  I've made several overextracted brews in my Chemex because of fines clogging the filter or stalled percolation, and that's why I have to push a bit coarser.

On the flip side, I've set up perfect drip coffee with a Bunn that makes 70oz of coffee in 4 1/2 minutes.  Takes 125g of brew coffee to do it, and that's pushing the limit of bed depth, but technically perfect.

I KNOW you don't want to hear this, but there is no way the coffee will be hot enough for anyone to add 1/2 or milk without having to reheat their mug.
Personally, I'd consider a large stainless vac pot like a Nicro (vintage) or Adcraft. Mine brews 50 oz piping hot.
Or brew an 8 cup 40oz Chemex, decant into a Nissan, etc) thermal keeper, then do another smaller 4-5 cup Chemex.
