Those whirling blade noise makers are not coffee GRINDERS they are mashers. A grinder requires burrs and in a powered grinder, expect to pay about $100 U.S. minimum for something that works well, you can do it for a little less if you don't mind turning a crank by hand.
For a "roaster" in that range, do a google search for pop corn popper coffee roaster. You will need to modify a hot air corn popper or buy a stainless steel bowl and a good heat gun, a hair dryer isn't hot enough. A machine to roast coffee beans, DESIGNED to roast coffee costs a LOT more.
