Today, I heard about the rule that timing of espresso extracton out of the range 25-30 s will make the espresso totally null of score?  Since I know their rules are following WBC and CBC, is that the same as in WBC?

Again, it is certainly possible to have the right extraction out of the range of 25-30 s.  If someone believe the timing can decide or judge the quality of espresso, I think there must be something wrong.

I agree with you Peter, there were many times I got a perfect extraction in the cup in 35-40sec  range. As you know so many factors contribute to a total time for proper espresso extraction.
I'd be surprised if WBC goes for it, really.  

The 25-30 sec extraction for single/double espresso was only a guideline anyway, originaly set by Italian INEI institute of espresso coffee and followed by the rest of the world. That's not to say Italians got it wrong, but now it may be the good time as ever to start re-evaluating some aspects, guidelines and regulations behind espresso extraction, more specificaly the whole timing aspect.
