Received my "new" Precisio grinder today. Burrs have rust on them. Hopper has some apparent dried water marks on it. I don't think it's a new grinder. What gives? I can return it for refund and order another, but I was so excited to use it. Is it wise to try and clean the rust off the burrs and keep the grinder? Advice? I seem to always be having problems with equipment I order.

Rust is normal, check the user manual. Water marks on the hopper, if that's what they are, would not be a result of normal use, to my mind. It could be condensation mixing with the cleaning pellets they like to run through there?
The other thing that makes the grinders seem used, is the particles of cleaning pellets that get everywhere. But it's just how they ship them...
If the timer knob plastic bag was sealed, and everything's included (brush, maybe some cleaning tablets), and packaging looks new, then I would say it's new.
I received a questionable Virtuoso from an Amazon seller. It had a screw rattling around inside, but also didn't seem new to me. You can tell sometimes when something's been repackaged. I sent it back without trying to run it, because of the rattle.
Whatever your decision, remember you're well covered by Baratza support, if you should encounter a problem in the future.
