If "collar" and "rim" are sililar, then we are back on track. Of course track and adjustment ring could also be simialr so we are really back to Preciso track. :)

Dear Joel,
I do not think the guy who got his broken grinder finds this thread amusing neither myself enjoy being patronized. The only mistake of mine was that I expressed my humble opinion. "Re: Need help choosing a grinder" Everyone can see what happened afterwards.
Anyway, at least let's try to show the minimum of decency and politeness out of respect for this forum.

Christos, seriously. I wasn't trying to "patronize" you. Just trying to lighten things up and it offended you. Agreed antics were a little over the top in thread derailing. So for that I appologize. Didn't feel I was being "indecent" nor "impolite" as I wouldn't have posted what I did if I thought that. You clearly have a low opinion of me and feel the need to call me a "troll". Not happy about that so it's now my goal to work on changing your opinion of me. If I can't? well I guess I'll have to accept that and know I tried.
To OP, sorry I derailed your thread and I'm sorry if you were not amused.
I will give it a try but only the Lord knows why I am doing this.
The remark was something that might have been said by a performer who tells jokes and not one of the people watching are laughing.
The "tugs collar" is what the performer would do, loosen the neck or collar of his shirt around his neck to try to get a little more comfortable and the "tough room" is what he said about the people who are watching him, indicating that it was hard "or tough" to get the people to laugh at the jokes, "room" is a reference to the whole crowd of people watching him, not be funny.
The whole comment used together, indicates how uncomfortable the performer is at not being funny. The comment is most often used with reference to Rodney Dangerfield, a stand up comic who has as part of his jokes, makes fun of how uncomfortable he is when a joke is not funny.
