My Rancilio Rocky grinder will no longer adjust! I depress the release yet the bean barrel will simply not turn. SO I am stuck at 11 ( a little homage to Spinal Tap there...) Anyone know why or how to fix this issue? I need to be able to adjust the grind.

My guess is that it has been years since the grinder has been disassembled and cleaned. It is OK to adjust the grinder LOOSER with it not running but if you have beans in it, DO NOT ADJUST THE GRIND TIGHER without the grinder not running, this will jam the burrs and possibly damage the motor. You should be able to loosen the grinder and take it apart, clean it then reassemble. I am GUESSING it is jammed with coffee tar. Like always, YMMV so be careful.
