Lately, I have noticed that my Andreja pressure guage rests at 10.5 bar when not in use whereas it used to rest at nearly zero. When I pull the lever for a cooling flush, the pressure reads about 1.5 and reads normally during pulls of espresso. Anyone have any ideas as to the reason? And should I be concerned?

No need to be concerned.

Mine will do that as well, although to about 9 bar because I have my pressure set to 9 bar.  Just give the lever a quick lift (about 1 second) and it should return to normal until the next round of shots.

It seems unlikely that your guage or line is really retaining 10.5 bar pressure at idle. So your guage is sticking. Depending on the internal construction the guage will use a magnetized armature, atmospheric pressure, return spring, etc to normally zero the guage. One of these things is damaged or it could be dried up lubricant or foreign debris.. or a similar fault. It'll probably continue to more or less work for an extended period of time like this. Take the indicated reading with a grain of salt, but it's probably more of an annoyance than anything else. If you see any indications of leakage though, don't delay replacing the guage.

My Anita started doing the same thing after 3 months.  Chris's tech guy, Roger I think, told me that many of the machines do that.  The pressure reading is only accurate when you're drawing a shot, otherwise it's meaningless.  He also says it's harmless and does not indicate any impending failure, etc.  Michael

My Isomac Tea was doing the same thing.  I cleaned my group head and it now rests close to zero again.  When was the last time you cleaned your group head?  It might be the cause?
