I have a new Astoria Gloria and the temperature is too low. The americano wand is putting out about 120 to 140 degrees fahrenheit and the espresso group heads are putting out around 160 degrees fahrenheit. The water level is correct and the boiler pressure is at about 1.2 and sometimes 1.3. I've tried adjusting the pressure adjuster because the boiler pressure was on the low side but now it's correct and the temperature is still too low.

Are you sure your thermometer is reading correctly and how are you measuring the water? Your tank pressure is right and you should have normal steam pressure in your boiler, about 240 or so by the pressure on the gauge.
Is your pressure gauge correct? often they get out of calibration. At your pressure if it is really that, your temp should be better!
