Everywhere I've read, people would advise getting a top end grinder (or whatever is in your budget), and the machine second.
From what I firmly, you can have the best grinds and make decent espresso. On the other hand, you can have a good machine, and crappy espresso.
Working on a small budget, I've found hand mills to be highly worth it, provided you actually have the patience to sit there and work it. Although I can't make a valid argument for an electric conical burr grinder being of the same quality at the same pricepoint as a Kyocera or Porlex, as examples. Capresso Infinity 560 anyone?

If i had $250 ish to spend on a grinder i would buy a pharos hand grinder . $400 ? i would spend an extra 50 and get a vario. Pharos apparently grind very very well.
