I think you're right - in fact, a simple single-heart stencil used twice. The give-away is the gap in the right side (of each instance) where the stencil center is attached to the outer frame.
Looking under the design, it's clear that the coarse texture and bubbles in this cup preclude any hope of free-pouring anything but a dry-ish white blob. Cocoa or grated chocolate will be able to sit on that stuff for hours without breaking down.
