I looks like an updated version of the Brasilia Century or Cappuccino Del 1. It's got an internal water tank, a float indicator of tank water level and programmable volumetric dosing. Most of these have an Ulka vibe pump too, make a nice shot, and steam like crazy!

Rosito Bisani is an importer of Brasilia Espresso machines, I got all of my parts through them when I rebuilt my Cappuccino Del 1. Leo is very helpful, and should be able to answer any question you have about your machine. It is a solid, reliable HX machine, and will serve you well if you decide to refurbish.

Is it possible that the steam valve is a non compression type? These are spring operated and are designed to NOT be turned hard against a stop, the valve knob will not stop turning when the steam stops, this is a feature to prevent excessive wear on the valve VS a valve that you can tighten hard against a stop. YMMV!

On mine, the steam valve was not a rotary valve, but rather a hinged knob / cam actuated valve, where displacing the knob right/left or up/down opened the valve. The knob tension is adjustable, by adjusting the panel locking nut (part no. 00155.0.00.04) to the valve body, which allows adjustment of the knob position (part no. 00145.0.10.04 - this is integrated into the knob) relative to the piston:
