I'm currently still using the 57mm double basket that came with my Lelit. It's been 2 years. I held it up to the light, and many of the holes are different sizes. I'm not sure if it was made this way, or if it's wear. I've never used anything to poke the holes out when clogged, but I have tossed it in an ultrasonic cleaner (which works awesome for cleaning coffee stuff).
What's a good quality 57mm double basket to buy?
Also, stupid question, but what do you do when you dose less than the basket will hold in order to level it? My basket holds about 17.5g if I level it. But if I wanted to dose 16g, there's no way to level it with a flatedge.

Answering your 2nd question first, fill the basket as evenly as you can. give it a little shake to attempt to equalize distribution around the basket, and fill and holes around the edges. THIS is crucial! If all looks pretty close, tamp, using your fingers on the top of the piston to verify you're level. Check with whomever sells Lelit, and dormer baskets from them. I think maybe 1st Line?

The many uneven holes is most likely the way it was made. I took a look at my Francis Francis X3 basket and the holes look pretty inconsistent. I mean, when you try to poke a needle through one of the smaller holes, it's not coffee grounds making the holes smaller, right?
I think one of the big selling points of the LM Strada baskets was the consistency of hole size so I'm guessing consistent hole size does affect shot quality.
Regarding the down dosing, you can always try a curved edge. This doesn't do "leveling," but it might achieve what you want. They're a little pricey, but if you look around, there is a set of dosing gizmos called Scottie Callaghan's dosing tools. That look like...
