I picked up a used Epoca, got home gave it a really good clean. Plumbed in water turn the unit on. It started to heat up and and started to make a constant hissing sound I turned the unit off and I cleaned and replaced the faulty o ring on the Boiler Anti Vacuum. (replacement has been ordered.) The heating element saver safety switch had poped open so i pushed it back in but still no heating.
I have measured the resistance of the element and it appears to be in spec.

Well, you know that the element was working, so it's probably ok. My first suspicion would be that the resettable breaker that you had to push is faulty. You know it has made a change since the last time you saw the element working so it's suspect number 1. Measure the resistance across it. (Or the voltage drop across it if you like working with the power on). If it's not the safety, then you're back to the starting line. Check for voltage at the powerboard's element-terminal, then at the p-stat, then across the element.
