Pump makes the usual motor noise, but there is no water going to the portafilter.  I cannot find any manual.  Is there anything that the owner can do to troubleshoot this nonfunctioning espresso machine?

I would start with a descale. tho it seems the pumps in these units are pushing it for a year of use at best. They Are servicable if one is decent with tools. More than likely it has become sticky with the scale on the check valves. Drain the tank of water and fill it with white vineger, cycle that thru the unit untill it smells of vineger at the PF. let that soak. The longer the better. then pump another bit thru the unit and let that soak. Idea is to have the acid dissolve the calcium. If one cycles it perodically, it keeps the solution stronger. Then onto flushing a ton of fresh water thru once the tank of vineger is gone. All the times I did this, I still had odd tasting shots for the first 5 taps or so, even after 12 tanks worth of water pumped thru. It did seem to help it squeak by on the pump another 1/2 year before I had to tear it apart. (If its like mine, they take a Torx or star wrenchwith the hole drilled in the middle(Called a security torx). Sort a PITA but not impossible to get to the pump.
All this being said, you might check the return line to the tank and see if the water flow is bypassing with the OPV. Same fix relatively however. Hope it helps some
