I've owned the EC155 and you get what you pay for. For such a small budget I'd look into a used Starbucks 006 machine or Saeco Via Vanezia. Looking back it's way better than a modded EC155. Ebay has them circulating all the time. For the grinder you would need something espresso capable. New your looking at 3/4 of your budget for an electric but if your willing to use a hand mill they are capable of espresso.
Aftermarket items like the baskets and bottomless portafilter, The Delonghi you would have to cut the bottom out. Baskets are hard to get for the Delonghi. Better built internals, Starbucks SIN 006 models have a metal single hole tip where is the Delonghi has a plastic panarello which isn't good for microfoam. Larger drip trays and compartments and a larger tank.

At a budget of $300, I would get a MyPressi Twist paired with a Hario Mini Slim Hand Grinder ($30) or Porlex Mini hand grinder ($43, or the larger JP-30 for $40).
Personally, I think that would be my only option if you wanted espresso worth drinking.
...Or you can skip espresso altogether and just stick to a nice pour-over setup.
$300 will go a long way on that route. You can buy: Chemex ($40 for a 6-cup) B-House ($25) Melitta ($5 for a plastic one or $25 for a ceramic one), Kalita Wave ($35)
And because these are all drippers, you don't need a very expensive grinder. Just any burr mill grinder should still give you some really great cups. I suggest the following: Capresso 560.01 ($82) Baratza Encore ($129)
You would still have plenty left over. If you want you could get yourself a Baratza Virtuoso ($229) that is capable of doing espresso down the road, and still be within budget to buy most of the other pour over drippers.
