The sticky topics should be the same color as the "Please Read" top post in each forum (some from 2007 and 2002!), or possibly a different color and have a separating space to divide them visually from the most recent top thread listings. It is difficult enough to visually navigate the forums without having to scan down to find the current top thread. Some forums have just the "Please Read" in white, and other have a sticky at the top with it which compounds the problem of finding what is new since the last visit. Not to mention the huge top area on each forum, which is mostly an empty white area which is a poor use of forum space. A better use would be to put all the relevant form navigation links there (next 25, last 25, new topic, etc.) in one place instead of having to look all over the page for them.
Threads updated on the current day or since the last visit could have different background colors to visually differentiate them from threads already seen by the user.
Symbols: = New Posts since your last visit = No New Posts since last visit = Newest post
