But many States have laws that specifically say that the government (at the state level) cannot run a deficit (Oregon is one such State with that kind of law). I wish Canada and/or some provinces had laws like that. The thing is, the average political mind in Canada would not consider such a law - it takes away some of their percieved "rights".
What we should have here in Canada , as in the USA is/are impeachment laws... Then all these weasels,Municipal,Provincial,Federal, whould have to be held accountable. To hell with this every 4 yr term/mandate! {:-(

What I meant by "deficit mode" was not that they were running deficits, but that they are facing deficits, because tax revenues are way down due to the economic situation. So massive cuts are in order, which tend to be distributed unfairly.
Are no-deficit constitutions a good idea? Seems to me that there are times when it is prudent to run modest deficits -- certainly every corporation has the right to borrow money against future earnings. I'd be more comfortable with relative limits on deficits or debts, or a requirement that exceptional circumstances be declared (some higher threshold of approval) to run deficits.
The current Canadian government has much to be criticized for, but they did manage to shift from a massive deficit situation to a continuing surplus in a fairly decent manner.
Craig -- the US has impeachment and recall procedures, and the re-election rate of incumbents is staggering. The problem is that it's usually other people's representatives that you want to get rid of.

I'm an ex-patriot Brit living in New York. My company is "truly" international (i.e. not just a national company with offices around the world), and I'm currently heavily involved in major projects in Canada. The Canadian tax and importation laws are known to be a minefield, and for the most part we are over a barrel when it comes to dealing with the Canadian rules. There is a perception that the border with the States is protected vigorousy due to "Fify-first State paranoia". The healthy protection of cultural identity seems to have overflowed into something financially punitive when it comes to cross-border commerce. Whatever happened to the concepts NAFTA? Comercially, it is easier for me to deal with Mexico (import/export, movement of labour etc) than with Canada.
I'm not even going to touch the whole thing about Quebec, Francophones and separatists... as I said, I'm a Brit, and my opions may not be objective :)
Anyway, I started this post with the intention of placing a small jpeg of a pseudo official Canadian tax form. I couldn't find it, but what is said was... "how much did you earn... send it to us".
